4. To contact users as necessary regarding maintenance, important notices, and other matters.
5. To identify users who violate the Terms of Use or who attempt to use the Services for fraudulent or improper purposes, and to refuse their use of the Services.

Article 4 (Changes to the Purposes of Use)
1. The Office may change the purposes for which personal information is used only when the revised purposes are reasonably considered to be related to the original purposes.
2. If the purposes of use are changed, the Office will notify users of the revised purposes through a method prescribed by the Office or publish them on this website.
Article 5 (Provision of Personal Information to Third Parties)
1. The Office will not provide Personal Information to any third party without the user’s prior consent, except in the following cases or where permitted by the Act on the Protection of Personal Information or other applicable laws and regulations:
a. When necessary to protect a person’s life, body, or property, and it is difficult to obtain the individual’s consent.
b. When particularly necessary to improve public health or promote the sound development of children, and it is difficult to obtain the individual’s consent.
c. When it is necessary to cooperate with a national government agency, local public body, or a person entrusted by either of them in performing duties prescribed by law, and obtaining the individual’s consent may interfere with the performance of those duties.
2. Personal Information may be provided to third parties when the following matters have been announced or published in advance and the Office has submitted the required notification to the Personal Information Protection Commission:
i. That provision to third parties is included in the purposes of use.

iii. The means or methods by which the data will be provided to third parties.
iv. That the provision of Personal Information to third parties will be discontinued at the request of the individual.
v. The method for accepting requests from the individual.
3. Notwithstanding the preceding provisions, the recipient of information will not be considered a third party in the following cases:
a. When the Office entrusts all or part of the handling of Personal Information to the extent necessary to achieve the purposes of use.
b. When Personal Information is provided as a result of a business succession caused by a merger or other circumstances.
c. When Personal Information is jointly used with a specified party, and the individual has been notified in advance, or the relevant information has been made readily accessible to the individual, regarding the fact of joint use, the categories of Personal Information jointly used, the scope of the parties jointly using the information, the purposes of use, and the name of the party responsible for managing the Personal Information.
Article 6 (Disclosure of Personal Information)
1. When the Office receives a request from an individual to disclose their Personal Information, the Office will disclose it without delay. However, the Office may decide not to disclose all or part of the information if disclosure would result in any of the following circumstances. If the Office decides not to disclose the information, it will notify the individual of that decision without delay. A fee of ¥1,000 will be charged for each disclosure request.
a. When disclosure may harm the life, body, property, or other rights or interests of the individual or a third party.
b. When disclosure may significantly interfere with the proper operation of the Office’s business.
c. When disclosure would otherwise violate applicable laws or regulations.
2. Notwithstanding the preceding paragraph, information other than Personal Information, such as access history and characteristic information, will generally not be disclosed.
Article 7 (Correction and Deletion of Personal Information)
1. If a user’s Personal Information held by the Office is incorrect, the user may request the correction, addition, or deletion of such information (hereinafter referred to as “Correction, etc.”) in accordance with the procedures prescribed by the Office.
2. If the Office determines that it is necessary to comply with the user’s request, the Office will carry out the Correction, etc. without delay.
3. When the Office has carried out the Correction, etc., or has decided not to do so, the Office will notify the user without delay.
Article 8 (Suspension of Use, etc. of Personal Information)
1. If an individual requests the suspension or deletion of the use of their Personal Information (hereinafter referred to as “Suspension of Use, etc.”) on the grounds that the information is being handled beyond the scope of the stated purposes of use or was obtained by fraudulent means, the Office will conduct the necessary investigation without delay.
2. If the Office determines, based on the results of the investigation, that it is necessary to comply with the request, the Office will carry out the Suspension of Use, etc. without delay.
3. When the Office has carried out the Suspension of Use, etc., or has decided not to do so, the Office will notify the user without delay.
4. Notwithstanding the preceding two paragraphs, if the Suspension of Use, etc. would involve significant expense or would otherwise be difficult to carry out, and alternative measures can be taken to protect the user’s rights and interests, the Office will take such alternative measures.
Article 9 (Changes to the Privacy Policy)
1. Except as otherwise provided by laws, regulations, or this Policy, the contents of this Policy may be changed without prior notice to users.
2. Unless otherwise specified by the Office, the revised Privacy Policy will take effect when it is published on this website.
